Terms and conditions
This translation is provided for convenience. If there is any difference, the Lao version prevails.
The Seemuehub platform is a product owned and managed by Vanguard Initiative Co., Ltd.
1. The role of Seemuehub
Seemuehub acts only as an online platform provider. We are not a party to hiring contracts, work agreements or legal obligations between clients and freelancers. We only provide tools and systems to facilitate finding, hiring and payment.
Seemuehub does not guarantee the quality of work, the accuracy of information or the client's ability to pay. All users should be responsible and evaluate their own work partners before making a decision.
2. Conditions for registering as a freelancer and as a client
To create a clear understanding and ensure the quality of the system, all users who wish to register as a freelancer or a client on Seemuehub must comply with the following conditions:
1) Conditions for registering as a freelancer
If you wish to register as a freelancer on the Seemuehub system, you must have the following qualifications:
Clear abilities and skills: Must have expertise or a specialized skill in a particular field that can be offered as a service (e.g. graphic design, article writing, website development, translation, online marketing, etc.).
Accurate personal information: Must provide genuine and up-to-date personal information, such as full name, email address and a phone number at which you can be contacted.
Create a complete profile: Must create a detailed freelancer profile, including:
Profile photo: A decent and professional photo.
Details of skills and expertise: State clearly what skills you have.
Work experience: Describe your past experience.
Portfolio: Upload past work to show your abilities (very important for attracting clients).
Service rates: Clearly state the service rate you want (e.g. per project, per hour or a fixed rate).
Responsibility and professionalism: Must be responsible for completing assigned work on schedule and maintaining the quality of the work.
Good communication: Be ready to communicate with clients regularly and politely.
No history of fraud: Have never had a history of fraud, violations of other platforms' policies or illegal acts.
2) Conditions for registering as a client
If you wish to register as a client on the Seemuehub system, you must have the following qualifications:
Accurate personal or company information: Must provide genuine and up-to-date information, such as full name/company name, email address and a phone number at which you can be contacted.
Genuine intention to hire: Must genuinely need to hire a freelancer to carry out a specific task, not for any other purpose (e.g. promotional advertising or fraud).
Clear job details: When posting a job, must state the project details in full, such as:
Scope of work: Describe the details of the work the freelancer will be given to do.
Budget: State the budget set for the project.
Delivery deadline: State the deadline by which you need the work to be completed.
Required skills: State the specific skills the freelancer should have.
Ability to pay: Must be able to pay service charges to the freelancer as set out in the agreement.
Good communication: Be ready to communicate with the freelancer regularly and politely so that the work is completed successfully.
No history of fraud: Have never had a history of fraud, violations of other platforms' policies or illegal acts.
2. Topping up credits
Top-up procedure: Clients must top up credits to their own account before posting a job or before hiring a freelancer. Credits you top up will be kept in your account.
Credit lock (escrow): When a hiring agreement is made, credits equal to 50% of, or the full amount of, the total hiring value will be deducted from the client's account and held in the central system (escrow) to guarantee payment until the work is completed.
4. Payment
Payment process: After the freelancer has delivered the completed work and the client has confirmed receipt of the work, the freelancer must request a withdrawal through the system, and Seemuehub will review it and automatically transfer the money to the freelancer's account within 24 hours (depending on the freelancer's registration).
Fee: Seemuehub will charge a service fee of 10-15% of the total value of the work paid by the client (the service fee depends on the freelancer's registration). The service fee will be deducted first, and the remaining balance will be paid to the freelancer.
5. Responsibilities of users
Clients: Responsible for providing clear job details, communicating politely with freelancers, and confirming receipt of the work or reporting problems within the set period.
Freelancers: Responsible for completing the work in accordance with the agreement and the agreed deadline, communicating transparently, and showing work that is consistent with the agreed details.
Legal compliance: Both parties must be responsible for complying with the law.
6. Prohibitions for users
All users are prohibited from taking any action that causes damage or creates problems for the platform and other users:
Do not use rude language, cause disorder, threaten or harass other users.
Do not commit any deceptive or dishonest act, such as presenting fake work or providing incorrect personal information.
Do not upload, publish or share content that is illegal, pornographic or violates personal rights.
Do not send messages or work reports that are irrelevant, duplicated or intended for unauthorized advertising.
Do not use fake information, create multiple accounts or engage in deception; all users must provide accurate and complete information at every step.
Do not communicate outside the system. Where communication takes place outside the system, no mediation will be provided in any case; both parties must communicate (chat) with each other only within the system.
Freelancers and clients are prohibited from publishing or exchanging external contact details (e.g. phone numbers or email addresses) in public areas or in direct messages.
Do not use work or information that infringes the copyright or intellectual property of others.
Do not agree on hiring and make payments outside the Seemuehub platform to avoid fees. Such conduct is considered a serious violation of the terms and will be penalized.
7. Measures against violators
When a user violates the stated terms or prohibitions, Seemuehub has the right to take the following measures:
In non-serious cases, a warning will be sent by email or by in-system message.
Temporary suspension of the user account: the account will be suspended from use for a period of time.
Permanent closure of the user account: in the case of a serious or repeated violation, the account will be permanently closed. Users whose accounts have been closed will no longer be able to use any services.
In cases of fraud, Seemuehub has the right to seize the money balance or credits in the offender's account, and they cannot be withdrawn back.
8. Dispute resolution
If a dispute arises between a client and a freelancer, both parties must follow the established procedure so that it is resolved fairly and effectively.
1) Initial resolution procedure
Both parties (the client and the freelancer) must first try to resolve the issue by communicating with each other directly through the messaging system of the Seemuehub platform.
If the parties cannot resolve it themselves, the dissatisfied party may submit a request for mediation by Seemuehub within 7 days, counting from the day the completed work is delivered or the day the delivery deadline ends. The request must be made in writing and must clearly state the details of the problem.
2) Mediation procedure by Seemuehub
Once a request is received, the Seemuehub team will look into the issue by reviewing evidence such as communication messages, work files and the initial agreement.
Both parties may be asked to provide additional information or evidence for consideration within a set period.
After careful consideration, Seemuehub will make a fair decision based on the terms and the available evidence. This decision may include refunding all or part of the credits to the client, paying part of the credits to the freelancer, or having the work cancelled without payment.
The decision of Seemuehub is final and binding on all parties. Users cannot appeal or take legal action against Seemuehub.
Seemuehub is responsible only for mediating disputes that arise within the system. We are not responsible for damage, loss of income or any obligations that arise outside our platform.

Objectionable content and behaviour
Seemuehub has no tolerance for objectionable content or abusive behaviour: harassment, threats, hate speech, sexual content, fraud, spam and illegal content. You can report and block users, messages and services from inside the apps. Our team reviews every report, removes content that breaks these terms, and suspends or closes the accounts responsible.
