The Seemuehub platform is a product owned and managed by Vanguard Initiative Co., Ltd.

1. Definitions

For a clear understanding in applying this policy, the terms used in this document have the following meanings: Seemuehub system: means the online platform, website and/or mobile application created by Seemuehub to serve as a hub for connecting freelancers and clients.

• User: means an individual or business that accesses or uses the Seemuehub system, including freelancers and clients.

• Freelancer: means an individual who has abilities, skills and expertise in a particular field and uses the system to provide services to clients.

• Client: means an individual or business that uses the system to find and hire freelancers to perform a specific task.

• Personal data: means information that can be used to identify an individual, such as first name, last name, email address, phone number, address, and other information specified in this policy.

• Content: means information, text, images, video files, sample work, job details, and other information that users upload, create or publish on the system.

2. System use policy

The Seemuehub system was created to serve as a hub connecting freelance workers in the Lao PDR with businesses or individuals who want to hire freelancers. So that the system is used efficiently, safely and fairly, all users must comply with the following policies:

2.1. Registration and user information

• Accuracy of information: All users must provide accurate, complete and up-to-date information when registering and in their own profiles. Providing false information may lead to account suspension.

• One account: Each user (both freelancers and clients) is permitted to have only one account.

• Account security: Users are responsible for keeping their own password and sign-in details confidential. Disclosing or sharing an account with other people is prohibited.

2.2. Creating profiles and advertising jobs

• Profile: Freelancers must create a clear profile stating their skills, experience, portfolio and desired service rates. Using inappropriate images or content is prohibited.

• Job posting: Clients must describe the job details clearly, including the scope of work, budget, delivery deadline and required skills. Posting jobs that are illegal, unethical or contain inappropriate content is prohibited.

2.3. Communication and transactions

• Communication: Users should communicate with each other politely and professionally within the system only. Communication outside the system, such as through other applications, email or phone, will not be protected by this policy. Using rude language, stirring up hatred or spreading rumors is prohibited.

• Payment: Seemuehub provides secure payment channels for users' convenience. If the client chooses to pay through our system, the money will first be held in the system and will be paid to the freelancer once the client has confirmed the delivery of the work. Payments made outside the system will not be protected by this policy.

• Dispute resolution: If a dispute arises between a freelancer and a client, Seemuehub will provide direct assistance in resolving the dispute only where both the communication and the payment were made through our system. For transactions outside the system, users must take responsibility for resolving the issues between themselves.

2.4. Prohibitions

• Using the system for illegal acts, fraud, causing damage or violating the rights of others is prohibited.

• Posting content that discriminates on the basis of race, religion, gender, disability or other grounds is prohibited.

• Sending spam, viruses or malicious code through the system is prohibited.

• Attempting to access the system or other users' data without authorization is prohibited.

• Copyright and intellectual property infringement: Using, uploading or publishing any content that infringes the copyrights, trademarks, patents, trade secrets or other intellectual property of third parties is prohibited. Users are fully responsible for the content they publish.

2.5. Compliance with local laws

All users must take responsibility for complying with the laws, regulations, decrees and obligations of the Lao PDR relating to use of the system, hiring, freelance work, taxation and payments. Seemuehub has no obligation to provide legal or tax advice.

2.6. Quality assurance and disclaimer of liability

• Seemuehub is only a platform for connecting freelancers and clients. We do not directly check the quality of freelancers' work or the trustworthiness of clients. The decision to hire or to accept work is at the users' own discretion.

• Seemuehub will not be responsible for any damage, loss or dispute arising from transactions between users, including but not limited to non-completion of work, work quality or personal disputes.

2.7. Fees: Seemuehub will charge a service fee of 10-15% of the total value of the work paid by the client (the service fee depends on the freelancer's registration). The service fee will be deducted first, and the remaining balance will be paid to the freelancer.

2.8. Account suspension or cancellation

• The Seemuehub system reserves the right to suspend or cancel the accounts of users who violate the usage policy, without the need for prior notice.

• Serious acts such as fraud, breaking the law, or causing damage to the system or other users may lead to legal proceedings.

3. Data protection policy of the Seemuehub system

Seemuehub (Vanguard Initiative Co., Ltd) places importance on protecting your personal data. We place importance on protecting users' personal data. This policy explains how we collect, use, store and protect your information.

3.1. Information we collect

We collect the information necessary to provide the Seemuehub system's services effectively, which includes:

• Personal data: First name, last name, email address, phone number, profile information (such as skills, experience, past work, images).

• Usage data: Information about your interactions with the system, such as job searches, job postings and communication history.

• Technical data: IP address, browser type, operating system, access time.

• Bank account information: Bank name, account holder name, bank account number and an image of the bank passbook.

3.2. Use of information

We will use the information collected for the following purposes:

• Providing services: To make connecting freelancers and clients, displaying profiles, posting jobs and communicating within the system convenient and smooth.

• Improving the system: We analyze usage data to understand how users interact with the system. This analysis helps us improve performance, design new features and enhance the experience of users so that it keeps getting better.

• Notifications: We will send notifications to inform you about jobs that may be relevant to your expertise, system updates, policy changes or other important messages that are necessary for using the platform.

• Security: To protect users and our system, we use the information collected to check for and prevent potentially fraudulent acts or policy violations. This includes keeping accounts secure, detecting unusual activity and protecting personal data.

3.3. Disclosure of information

We will not sell, trade or rent your personal data to third parties, except in the following cases:

• With your consent: We will disclose your personal data to other parties only when we have received your explicit permission. For example: you agree to have your profile shown to clients.

• Third-party service providers: We may share information, to the extent necessary, with trusted service providers who are our partners in operating the system. For example: using server hosting services to store data, or security services. These service providers are contractually obligated to keep your information strictly confidential.

• Legal requirements: Where there is a court order, law or government regulation that requires disclosure of information, we may be required to comply. We will disclose only as much information as is necessary, as required by law.

• Protecting rights: We may disclose information to protect the rights, property or safety of the Seemuehub system, other users or the public. For example: in cases of fraud, violations of the system's policies or potentially harmful acts.

3.4. Data security

We use reasonable technical and administrative measures to protect your personal data from unauthorized access, misuse, loss or destruction. However, no system can guarantee 100% security.

3.5. Data retention

We will retain your personal data for as long as necessary for the purposes set out in this policy or as required by law.

3.6. User rights

• Access data: Request access to your own personal data that we collect.

• Correct data: Request correction of inaccurate or incomplete data.

• Delete data: Request deletion of personal data under the specified conditions.

3.7. Use of cookies and tracking technologies

The Seemuehub system may use cookies, web beacons and other tracking technologies to improve the user experience, analyze website usage and display relevant content. You can manage cookie settings through your browser, but disabling cookies may affect some of the system's functions.

3.8. Protecting children's data

The Seemuehub system does not intentionally collect personal data from persons under 15 years of age. If you are a parent or guardian and believe that your child has provided personal data to us, please contact us to have that data deleted.

3.10. Policy changes

We reserve the right to update this data protection policy from time to time. Any changes will take effect immediately after being published on the system. We will notify users through appropriate channels.

3.11. The Seemuehub and Seemuebiz apps

Besides the information in 3.1, our mobile apps collect and use the following, only to provide the service:

• Camera, photos and microphone: used when you choose to take or send photos, files, videos or voice messages, and when you save a payment QR. The apps do not read all the photos on your device.
• Identity documents: an ID card or passport (number, date of birth, gender, nationality) when you register as a freelancer or register an organization, and the enterprise registration certificate. These documents are stored privately and seen only by the staff who verify them.
• Device information: app version, operating system, device model, language and an app installation ID, to solve problems for you; and a push token, to send the notifications you allow.
• Reports and blocks: when you report something, we keep a copy of the reported content for our team to review. The list of people you block is private.

Seemue AI: when you use Seemue AI (including automatic document reading), the text, voice, CV or document photos you send are processed by Google Gemini through Vanguard AI, our service provider. The app asks your permission before sending anything the first time, and you can withdraw it at any time in Settings. If you do not allow it, the rest of the app works as usual.

Deleting your account: request it in the app or at www.seemuehub.org/account-deletion. You are signed out at once. Within 30 days we remove your profile, CV, identity documents, bank details and Seemue AI history. Orders, payments and reviews are kept without your name, because other people's records and the accounts depend on them.

The apps do not track you across other apps or websites, and we do not sell your data.
